If someone is stalking your acc you can post in this stream. If they comment or hint to that posts existence then you were right abt him stalking you.

What about passive stalkers?

I dont know about those, but the goal is to say something on a post/comment (or both) that entices stalker into commenting. If that's an issue you should try being highly offensive to that specific person
