well... I mean they pretty much can if your that un-hygenic, but the closest thing your gonna get to a pimple on your eye is a stye (Basically just a pimple on the inside of your eyelid)

They arent that painful, I used to get them from wrestling, if you just put a hot and wet rag over your eye before you go to bed every day, it will disapear in about 4-5 days
