Well that's because people who live in the prairies aren't usually near any large sources of water (ex. oceans, seas, big lakes, etc.)...
But living in the maritimes does have a large source of water, where you can get snow AND it's not as cold 'cuz water isn't a good heat conductor (takes a while to heat up and cool down).
