His name is Octavian Meria
He was a ruthless MC (general) Of the Octarian army who was credited with over 3000 Splattings of Inklings and was widely considered the Most Feared octoling of the Army.
His Octarian Tenure ended Unfortunately when he was abducted whilst dueling the old agent 3 at the time. He ended up in a 2-year coma Waking up in the Deepsea metro afterwards, losing all memories of his octarian tenure.

After he escaped from the metro with the help of Off The Hook, he started his life on the side of the inklings. After he failed to find Glory in Inkopolis Square, he left inkopolis for more opportunities, Ending up in the splatlands and Passing out after running low on supplies.
