Unlike the ending to Far Cry 5, your actions actually mattered and there’s a genuine pay-off for what you’ve done. And the map also doesn’t get nuked for no reason.
In the end of FC2, you join forces with the man you were hunting, the Jackal. Both military forces in the civil war are joining together to create a dictatorship in the country, so you both work together to get as many refugees out of the country as you can. The Jackal calls the war “cancer”, and all of it needs to die. Including you and him. In the end, you both kill yourselves. And 2 million refugees escaped to neighboring countries because of your actions.
What a game.
