How did you make that?

It's simple; I took a dragon picture and added some text and images.

Then I copied the image and pasted it into a template to avoid the watermark.

You don't "earn" the announcement template. It's a template you have to make yourself. You have to add your username and the icons to the picture to make one.

Then how do I put the icons
Like, cheems made his announcement template and has already the follow block memechat buttons and his username set with the template itself. How can I do the same with my announcement template?

You just... add the buttons by using the 'Add Image' button.
