There exists a law called "Children's Online Privacy Protection Act" (COPPA, for short). This imposes requirements for website operators to prevent online tracking of underaged users. To comply with this law, Imgflip does not allow account creation for users younger than 13 years, which cuts off most tracking of underaged users. When a person becomes 13 years old, they are no longer considered underaged and can use non-adult social media with an account.
