No, you need to get to 1000 points to fully enable commenting. I think it’s either you outright can’t comment, or you have a sort of delay, meaning you can only comment some time after your previous comment. I’m not sure which it is, but all in all, having less than 1000 points ruins commenting this why he asks for points.

I think it's the comment delay, because I asked what happened to make them unable to comment. (They were able to comment before)
