This is because your requests with a bride are sent in encrypted unlisted relays . Therefor you could also technically browse the internet completely anonymously using a router . to clarify :

whether you're using a vpn , incognito , etc . your internet provider can still see what you're doing online . eg wifi , a router , cellular data . using tor or tor over vpn only hides your activity , not the fact that your using tor (which sets off a lot of red flags with both your isp and certain websites). using this bridge + the rest of the setup on the other hand hides all of this data in unlisted relays and sends it directly to the Navy's servers .
