It was developed by Game Freak, so it counts.

Is it turn-based combat? No. While I do admit that it is a game in the “Pokémon” genre, it is not a PROPER Pokémon game.

Developed. By. Game. Freak. That is the point of this meme. This is how many Pokemon games Game Freak churned out in the span between BOTW and TOTK. Whether or not it's a "proper" Pokemon game is irrelevant to this argument.
