Probably Reddit Cam, some tips: He's never hostile normally unless you kill innocent people intentionally or are a mercenary who is wanted. He kicks a lot of ass and can be confused with the Flash with weapon swap.
Phantom:
He is very fragile mentally and can be stunned when his past is brought up. While speed and stealth are his specialties, he can easily be beat with heat-detecting equipment. He also lacks in defense.
