actually, I have a theory. What if every time the loop restarted then the timeline would just go on without Phil (Bill Murray) and he would just disappear? Maybe he would get reported to the police as missing. Maybe eventually the cops would come up with no evidence except the strange behavior of Phil (Bill Murray) before he disappeared, claiming that he had been looping the timeline over and over and the SCP foundation would somehow catch on. Another theory is that after he breaks out of the loop he told someone and possibly that person was scp personnel without Phil (Bill Murray) knowing it. Or someone that was scp personnel overheard him. Another theory is that once again he told someone and word spread and then it made it to the foundation somehow. Those are MY theories. It makes since how this one would be hard for the foundation to figure out but hey, we can speculate!
