My money is on Murphy Law (SCP-3143.) In “The Foundation Always Rings Twice” he overpowered DR. Thaum even after he deconstructed 3143. The story still ended with Murphy Lawden (The Author) writing the story using his ideals. If SCP-4028 appeared in a future story, something like “3000 miles deep into time” (SCP-3000) Murphy would probably win.
