Essentially, the guy who was shot said Umbridge (the most evil person in Hogwarts, who's even worse than Filch, the caretaker) is the best character. Billy (the guy who shot him) disagreed, and the mother (or who I'm guessing is the mother) doesn't even ground him, even though he SHOT someone.
