Because they're underage, and that does nothing, all the site mods see is you are bullying another user. Underage has nothing to do with it, that is all you are doing, and that doesn't help anything.

Ong. You can’t ban all the 14 year olds from COD, so why bother trying to remove all the 12 year olds on streams you don’t even care about?
Y'all do know that they don't regulate the underage rule, right? They only put the rule there because the legally had to, they have 0 way of seeing it done. Trolling underage users is 1. Wasting your and the sitemods time 2. This trolling will give you a comment ban. 🤸
