While we do have free will, God knows all possible outcomes and choices that we could make, and He is not surprised by any of them. It's not that God doesn't know what we will do, but rather that His knowledge does not force us to make certain choices.

God desires for all people to repent and turn to Him, but He also gives us the freedom to make our own choices. He does not force us to choose Him or to follow His ways.
