Actually, water isn't wet if you think about it because water is made up of atoms and so are humans and atoms never touch so how would you know what something feels like when you have never touched it
Also another thing is that the way things feel comes from our mind so really our mind is just making up what water feels like so can we really say what something feels like when we make it up

fun fact, water isnt wet. it actually makes thing wet, so it would be silly if water was making itself wet.
