Here is a method I have used to help my self with a similar situation
1. Determine what makes you panic when your blood pressure is taken. (It sounds like a mental thing - probably from a bad experience)
2. Desensitisation
Start desensitising yourself at home. (I think you are talking about the things they put around your arm and blow up.) try wrapping things around your arm and pulling them gently while practicing calm breathing.

it is definitely from a bad experience, i kept getting ingrown toenails and I've been getting ear infections my whole life, the doctor removing the toenails was really painfup and my brain just associates doctor with pain
Try breathing really slowly. Whenever I need to lower my blood pressure I take a big breath for about 8 seconds, hold it for 5, and then exhale for 8. I don't know if this will help, but try it and see if it calms you down a little.
I NEED SOME TIPS ON HOW TO CALM MYSELF DOWN, I PANIC EVERY TIME I GET MY BLOOD PRESSURE TAKEN AND THE DOCTOR WANTS IT TO BE 105 OVER 70 AND I KEEP GETTING 130 OVER 90. I DON'T KNOW WHY I PANIC BUT IT IS REALLY CAUSING ME PROBLEMS WITH GETTING IT TAKEN
