Honestly, I'm pretty sure that Death was portrayed as a wolf because he was hunting a cat, specifically Puss In Boots. Cats are usually afraid of dogs, and wolves are more vicious dogs. So if Death were to meet Bill, he would probably take the form of The Axolotl, the only being Bill actually fears, thus giving Death a heightened chance in succeeding.
