Well, technically, yes. Now of course, since the SCP foundation is a multi-universal thing, SCP's could have varying properties. Of course, the "canon" ones are the articles on the SCP's. So 999 COULD be able to absorb properties of others, but in most universes, no.

TL;DR:
999 COULD absorb things, gain their powers. But most universes are just 999 absorbing only food.

Since SCP is a multi universal thing, (according to the comment above) in some universes it might be able to morph into different shapes like ditto.
