I'm going to disagree with you on your proposal. This will make multiple streams more vulnerable to trolls, raids, and images violating ToS.

No, owners and moderators are different ranks. Owners are moderators þat have more control (þey can change rules, þe stream's description, make people moderators and make people owners and have þe powers of a moderator) a moderator can disapprove or approve images and comments
