Go to https://www.minecraftskins.com/skin-editor/ to create your skin then save it as an image then in the dressing room in minecraft create a character and choose classic skin then click the Grey skin on the left of your screen then click add skin then choose the photo

You should be able to customize skins within a limit in Minecraft, there should be a "dressing room" button or something, but it might be different for Java
