The Springbonnie suit is programmed to do one thing: follow the sounds of children when in animatronics mode. And being springlocked is basically the suit going animatronic mode while you're inside it.
So he does have some programming, but I feel like it's just him respecting the rules of FNaF because you respected your part of them
