A "Manhattan project" is a project of sheer and immense scale... and the term was inspired by the term for the nuclear program of the United States, called the "Manhattan project" to confuse spies and make them think that the project would occur in Manhattan Island. But the joke is, they actually start a new Manhattan project, which is not at all helpful towards the attempted curing of cancer.
