Its not JUST about the citizens.

The requests must follow the rules of the stream. If the request doesn't follow the rules, it can't be done.

Well obviously, if someone says to change this stream into a gaming stream, i'm not gonna do it. When I said listen to the people, I meant I put out votes, and the people decide what happens, (not just the congress people)
