It's taking a long time because he is working on chapter 3, 4, and 5 at the same time

I know, I'm very excited. Although I'm worried that each chapter won't get as much of a spotlight as the first two if they come out all at once. Think about how much attention and fan content chapters one and two received- I wonder if 3, 4, and 5 will have less since they will come out together. An example of this is when the game "Bendy and the Dark Revival" came out. It released all 5 chapters at once, and the hubbub died down extremely quickly, while it's predecessor had a huge fanbase for years. I know I'm sort of rambling, but it's been on my mind for a while.

I'm guessing that toby is going to release them each a month apart, to keep the hype. Although, he did not want his games to be very popular in the first place, so he might release them all at once.
