Article 8: Impeachment
Section 1: In order to remove a person in power, 2 Officials (President, VP, HOC, Member of Congress, HOS, or Senator) must call for an impeachment, what offense was committed, and who is responsible. A trial shall then be held by one of the Stream Owners and after giving their verdict Congress shall vote, with a ⅔ supermajority required to impeach.
Section 2: If the impeached is a Congressperson or Senator and they are convicted, they may not hold any office for four months. If the impeached is a President, VP, HOC, or HOS and they are convicted, they may not hold any office including a Congress or Senate seat or cabinet position for four months, and may not run for office or hold an elected position for one year. Any elected official who attempts to appoint the impeached to an office before their four months are up will also be subject to impeachment.

Article 12: Military forces
Section 1: Generals or Admirals of an official branch can promote troops to the next rank.
Section 2: The President can appoint Colonels to be Generals of their said branch.
Section 3: In times of war, The President shall appoint the highest ranking General to be the General of the Army.
Section 4: Troop Deployment, Attacks can only be authorized by the Owner(s) and Acting President and no one else.
Section 5: Troops deployed to other streams must be sent only on the grounds of counter-terrorism, requested aid from stream deployed to or as a precursor to stream defence.

Section 1: Establishment
Congressmen and senators are expected to be present in at least 50% of their respective sessions. They should mark their vote and presence by commenting on said vote with either “Yea”, “Nay”, or “Abstain”.

Section 2: Enforcement
The HoC and HoS are the primary enforcers of this amendment, they should keep tabs on each of their house’s members, and if they find that a member falls below the 50% threshold, they may begin the process of impeachment as laid out in the constitution. Though, any member of congress can attempt to begin an impeachment trial on such charges.

Note: the owner may also need to make executive decisions in extreme cases.

Section 3: Exceptions
A member of congress can request a leave of absence (LOA) from the head of their house, for a specified amount of time. If they exceed their LOA time and still do not return to being active, they can start being counted as absent from votes.

Exceptions should also be made for good reasons even if a LOA was not requested.

Article 16: Security of the Constitution
Section 1: The Constitution is the law of the land. No law or Amendment can be in contradiction to the Constitution. Articles of the Constitution cannot be edited or repealed; however, Amendments can.
Section 2: Amendments to the Constitution can be voted on by Congress. They must pass a 2/3 majority in both Congress and Senate and be enacted by the President. If it fails to meet any of these requirements, the Amendment does not go into effect. Similarly, Amendments can be repealed by a 2/3 majority in Congress and the Senate and enacted by the President. Failure to meet any of those requirements means the Amendment stays in effect.
Section 3: Once the initial Constitution is passed by the Senate and Congress, Articles cannot be added to the Constitution, only Amendments can.
Section 4: Upon passage of this Constitution, all previous Constitutions are repealed and all future Constitutions are seen as invalid.

Article 1- President
Section 1: A President must be elected every 2 months during the last 2 days of the month. Candidates must have a running mate prior to the vote. The candidate with the most votes at the end of voting will be inaugurated the following day, on the first of the month.
Section 2: The President will be given moderator of the stream, and is not to be revoked unless convicted of a crime through impeachment.
Section 3: A President may only hold office for two terms in a year, consecutive or non-consecutive.
Section 4: The President shall enforce stream rules as necessary.
Section 5: The President may appoint advisors to help enforce stream rules. This is not necessary, though it is helpful. The advisors enforce stream rules as necessary, but they hold no power.

Article 3: Head of Congress
Section 1: The HOC is granted mod privileges for the duration of their term
Section 2: The HOC is responsible for organizing Congressional sessions at least once a week to discuss and propose new laws.
Section 3: The HOC shall be the tiebreaker when required for a Congress vote
Section 4: In the case where both the President and Vice President are deleted, missing, or otherwise unable to perform their duties, the HOC will become the new acting President. The HOS will become their Vice President. Congress will vote to confirm a new HOC and the Senate will vote to confirm a new HOS.

Section 1: Congress shall be formed of 20 members. Congresspeople are chosen by the parties in a percentage proportional to the percentage of votes they got in the previous election. For example if Common Sense Party gets 25% of the vote in the election, they are entitled to 5 Congress seats, or 25% of Congress.
Section 2: Congress shall propose and vote on rules for the stream. A simple majority will pass normal bills, and the bill is sent to the Senate. If it passes the Senate, the President will either enact it, or veto it. If the bill is vetoed, then a 2/3 supermajority joint session of Congress and the Senate will override the veto and the veto becomes law. Owner also has power to veto unconstitutional laws or bills.
Section 3: A 2/3 supermajority is required separately in both Congress and the Senate and a Presidential enactment for constitutional amendments.
Section 4: If Congress fails to recruit 20 members after a period of three days after the elections have concluded, the President may appoint the required amount of members.

Article 15: Stream Moderator Responsibilities Section 1: Moderators are responsible for enforcing the laws of Imgflip_Presidentz, the Imgflip Terms of Use, and keeping the Approval Queue clear.
Section 2: Those who are eligible to become moderators are the Owners, the current President, and the current VP, HOC, and HOS. However, one is not required to become a moderator if they gain one of these positions if they don’t want to. Community and Global Mods may also perform moderations if they see something that violates the Imgflip TOS.
Section 3: Imgflip_Presidentz aims to model a democracy that is open to all community members regardless of their identity. All mods, including elected mods, have a responsibility to promote this vision. Modding the stream is a privilege, not a right, of being elected. If a mod is found to have abused their mod in serious and ongoing ways, then the Owner reserves the right to remove the mod pending an investigation and a potential impeachment.
Section 4: Moderators may not reverse moderation decisions made by a Community or Global Moderator, as they are enforcing TOS. Even if there is a law allowing whatever the moderation was performed on, Imgflip TOS ALWAYS tops stream laws. If you feel they still made the wrong call, get in contact with another Community Mod (OlympianProduct, AndrewFinlayson, Kate_the_Grate, SurlyKong69 or Thparky) and they will determine whether the right call was made or not, and fix whatever they can if they determine the wrong call was made.

Article 13: Cabinet
Section 1: The President can appoint any non-banned (including alts) user to any position in his/her Cabinet, but are not required to. These users act as advisors who carry out specific roles in the administration.
Section 2: The President can order Cabinet secretaries in the line of succession as they please.

Article 10: Punishments
Section 1: The only punishments available are temporary or permanent bans.
Section 2: If a user posts something that breaks the rules, It is up to the President and other mods to enforce rules, but punishments are not always necessary.
Section 3: Repeat offenders shall be Tried and charged on grounds of total disregard for the rules.
Section 4: The Judge will decide whether to convict or not, and they can suggest their punishments deemed appropriate,
Section 5: Anyone deleted by a Community or Global Mod shall face a ban for 1 week from the time of their deletion, unless mods are permabanning the banned user from the site.
Section 6: If a person in power is punished, the owner can decide to suspend their mod for a certain amount of time.

Article 2: Vice President
Section 1: The VP shall be elected as the president’s running mate.
Section 2: The VP shall have mod, but only as long as their term lasts.
Section 3: If the president has deleted, gone missing, resigned, or is otherwise unable to perform their duties, the VP shall act as the Acting President. Or the President shall let the stream know if they are going to be inactive on certain dates, so the VP shall step in immediately. The HOC becomes the new acting VP; Congress appoints a new HOC.

Article 9: Trials
Section 1: Stream Owner(s) are selected to hold a trial.
Section 2: If you wish to appeal your case, you may appeal to the President or Vice President. If you appeal your case to either official and they feel a retrial is necessary, a retrial will occur. An Owner will preside as judge and a publicly available account of the trial's decisions will be published.
Section 3: The main purpose of the trial is to discover the truth and look for a path to reconciliation first. If reconciliation is not an option, then the judge may proceed with a standard trial to determine innocence or guilt.
Section 4: There must be a reasonable limit to how much time a trial takes. There is a 1 week period allowed for investigation and collection of evidence necessary for the trial. People are not required to hand over evidence required for the investigation unless required to by an official warrant. The trial itself takes place over a period of 1 week during which the defendant and a prosecutor make their case to a judge (or a joint session of Congress and Senate in the case of impeachment).
Section 5: In order for an investigation/trial to begin, an investigator and prosecutor must contact a judge to open a case judge. In order to compel people to disclose evidence, a judge may issue a warrant for the required evidence. Failure to comply with a warrant may result in one being found guilty of Contempt of Court.
Section 6: Evidence that may be collected for the purpose of a trial are images (links and/or screenshots), comments (links and/or screenshots), moderation logs (screenshots), and image approval histories (screenshots) from anywhere on or off Imgflip.

Article 14: The Rights of Citizens
Section 1: The government shall make no law desecrating or disrespecting an establishment of religion, or prohibiting the free exercise thereof; or restricting the freedom of speech of the people; or the right of the people peaceably to assemble, protest, or petition the government for a redress of grievances. Imgflip TOS still applies.
Section 2: No user shall be issued any sort of punishment (ban, mod removal, etc.) prior to being found guilty of stated charges though either trial (impeachment or otherwise), or ruled guilty by owner(s) in extreme circumstances.
Section 3: In a trial, any and all users are entitled to a lawyer to represent them, whether or not they can afford one.
Section 4: All users (besides those that are banned) are permitted to hold polls, and petition/bring a bill to congress and the senate. It is up to the HOC and HOS to see that it is voted on.
Section 5: All users (besides those that are banned) are permitted to found their own news blog, political party, and business, only as long as it does not directly go against the site TOS or stream rules.
