Cuz in most games, the cutscenes play out while you’re in the menu

Pausing a cutscene would ruin the impact of the cutscene
It's like pausing a movie during a dramatic fight, after that it's not interesting anymore

Mari0 AE allows you to make cutscenes. You can pause them too.

Kingdom Hearts lets you pause cut scenes. This Demon Slayer that I have on my Switch also lets me too.

Why would you want to pause something that keeps you from playing the game for a little bit.
