Well yes, But actually no. Morally Correct Police Officers (saying this because not all are good. i know this.) only fire upon ANYONE if they are a threat to them, or others. A dog growling at a Officer, Does not give them the right to fire, As that is not a danger, But it does however give them the right to draw there firearm because that animal could at any moment charge at them, or another officer/bystander. If this is so, Than they must fire for safety. They do not want to, But if need be, They will.

also yes this is a meme and joke i know, just saying that no they dont kill dogs like rambo gunning down a vietnamese position
