A Serbian TECHNICHLY started WW1 (it's debatable whether the government of Serbia had anything to do with this) by assassinating Archduke Ferdinand, however Austria Hungary was the one to declare war meaning that you are infact, wrong.

It seems totally reasonable to declare war on a country who's citizens were trying to, and succeeded, in killing their archduke
