Protogen are 30% mechanical and 70% organic. Protogen have a visor and according to the lore noone knows what's under it. This means that the visor could be their brain but it also means that the visor can be a mere connection. If the visor is an attachment, and assuming the brain behind it is organic, that would mean no. If the visor is their brain then yes - and yes if they have a separate robotic brain. Personally I believe it's an organic brain considering it's the most likely.
