The 2021 one sounds more classic because that's what became the base eyebrow raise meme.

Back in 2000, the eyebrow was a meme before memes existed.

He would raise his eyebrow, the fans would go crazy, then he would do his signiture elbow drop.

The old version of the rocks eyebrow was WAY more popular than the now version. But I suppose since you only know the rock as an actor and not a wrestler, you'd be too young to understand.
