Okay, so I did a little bit of research, and it turns out that Disney has obtained only a small portion of Dragon Ball. They only own the rights to make live action movies of the franchise. So unless it's a live action movie, it was made by some random dude on the internet who thought it might be funny to make a Disney Dragon Ball.
