the Japanese had a much better Navy than the U.S 1941 and there was many grievances against the U.S. such as the immigration bill passed in congress which basically banned Asian immigration to the united states. also the Japanese wanted the Philippines that were owned by the U.S. Also the Axis already had deep flaws such as Germany invading Russia. and the Italian failures in Africa.

basically saying what @sneklotrgood said, but yea, the Japanese had a much better navy (or at least an equal one), and the reason there was a lot of vengeance was because Japan was a major contributor to the win of WWI but they didnt get any credit and the US broke all of their promises
