My bad and thanks for the heads up. I just realised that Article 14 Section 4 says that ALL users (besides those that are banned) are permitted to hold polls, and petition/bring a bill to congress and the senate. It is up to the HOC and HOS to see that it is voted on. But I haven't had the chance to approve these contests.
It also says that it is up to the HOC and HOs to see that the polls is voted.
How about this...
Anyone can make a bill but HOC and HOS have to approve the polls before being posted, not just the moderators. Then they can post the poll request on the IMGFLIP_Senators stream...

This would not come into effect until we have a supermajority in both Senate and Congress as an amendment to this constitution, so we can still have people posting polls but they must have permission, so we can meet the 7th promise of "Doing more balanced meme contests for groups that are often insulted on the stream" because this offends the CTR party as the poll accused the party of making a "wall of text boredom", and called us once again the "CRT" which stands for Choose [the] Right "Theory".
We haven't done much because we're still looking for senators. Surly did say that the senate has "been hard to fill lately"
