Yes, i saw the anime and crocodile could easily dodge shigarakis attack, all shigaraki have to do to decay someone is to touch them, and crocodile is a logia type, so it will be hard for shigaraki to even glance at crocodile.

In the manga version Shigarakis quirk evolves when he gets all for one so he doesn’t even have to touch them to activate the decay
It’s a wide range unstoppable attack
