If they had assumed a 10 person congress, and we had ultimately decided on 15, more time could have been given to accommodate the change. Since 10 has been settled on, the confusion over number would not have created extra unfilled vacancies that a party would have otherwise filled. In the future, I will do a better job hunting down people if I have to to let them know about their congress picks. That's half true. The number of seats assuming a 10 person congress existed either way, it's the seats that may or may not have existed beyond that that I would've allowed an extra three days for from the time of final decision had they not been filled.

Yeah, I'm not challenging your ruling I already had this argument made up and posted it anyway.
However. Since you wanna play hardball you are legally required to exclude any of British mormon's appointees that were not stream members with valid stream ID BEFORE they were appointed.
In other words: Hitler did no wrong and abby normally are not in Congress because British could not legally appoint them.
