It's not that he doesn't have character traits like you see in Odyssey, for example, where there are moments of empathy, but compared to someone like Kratos from God of War, who matures over time and develops significantly as a character, he just can't keep up because they have different aims as characters. Also, writing good characters is about more than just giving them a set of sympathetic traits. Good characters become very interesting when they are more complex and have the potential to develop.
