I think the appeal of this idea is that it would be anonymous. That way there could be a discussion about how the rules where broken without the mod risking harassment. I have often find myself wanting to have a conversation with someone about why I disapproved their meme, but not being able to because when I do it often ends with hordes of users harassing me.
