When the Radbolt engine is not full, it sends a red signal. The NOT gate turns it into a green signal. Bit 2 of the automation ribbon, which is if the rocket is landed, gets turned into a single bit, which then goes through a NOT gate. If both inputs are green, the XOR gate sends a red signal. If only one of them is green, it sends a green signal, which turns on the radbolt generator to refuel the rocket.
