Good question and yes he was president, he ran for office and won..well there's a twist to it, he won the election with votes from other streams, didn't play fair just cheated.

I don't know, i just showed up when incognitoguy just won the election but heard that he cheated with the help of other streams that being real_politics, conservative_politics and the politics stream and people from those streams didn't really participate in any of the roleplay just came in and voted. But when incognitoguy got deleted that zombie voters aka CP voters didn't show up at all, so the mail-in voters were put to a stop.
