it's because capsaicin is in chilies, and menthol in mint. Capsaicin is the chemical in chilli peppers that make them spicy. While menthol is produced by the mint herb plant. Menthol is the main component of peppermint oil and is responsible for the noticeable cooling sensation. So yeah, Mint is spicy but is synthetic though.
