The issue here is everyone has materia and they can freely use that for magic (nerfing them by not allowing summon materia as those can end the match immediately). Limit breaks can also be killers.
Also, if Barret or Vincent are there, Cloud’s party has long range other than magic. If the team consisted of Tifa and Red XIII (13), then they would be strictly close range except for materia.
