Thank you!. The two biggest parts of windbombing is that you

1: make sure the round bomb is out before you in to bullet time I think items act differently depending on if they were there before or after entering bullet time
2: pretty quickly, you need to press B to stop aiming your bow. If you dont, it wont work

I saw a video showing the basic button sequence of doing a windbomb. And it's best to hold ZL to focus cause that really helps.
Here's the sequence
ZL, Ls up, X, L, Zr, D-pad up, change to second bomb, L, switch to first, L

How do you do it?

You have to jump off of a ledge that is high enough to go into bullet time. Right after jumping activate the round bomb and Immediately after, enter bullet time. You have to have the bomb out before you enter bullet time. Switch to the square bomb, then activate and switch to round bomb and detonate. My long comment above should help you figure out some of the specifics
