Looks like Galard on a stick to me.
Here's an explanation of what Galard is- Jell-O with either meat or fish with vegetables, it's normally served on Poland. Dunno about other Slavic countries. Source: I'm Polish, and it's something that's served in my family home. It's actually pretty tasty, but that's a personal opinion.
