(Sorry it's late); He lives in Lurelin village. He carries around a boat oar. He is a fisherman, but he can't fish on rainy days. The only thing he can do on rainy days is gamble.
He says that fisherman have to learn to control the wind, but he's heard that Korok leaves let you control the wind yourself! (Or the Wind Waker...)
He REALLY likes fish.
