I get the whole problem of false reporting but like.
Its simple to disapprove, and the flag ban would be controversial for those who want to stop something bad but can't due to them being banned from flagging anyway.
In short, flagging exists for a reason and it's easy to punish someone for falsely reporting via comment and/or post ban.
