Actually, he only has about half of that, even post-training.
He lacks all of the "absolute" features- he only carries Superhuman class characteristics- which is super weak in overall strength scaling. His striking strength is not infinite- his strength post-training is at Moon class. He is f r a g i l e in scaling (Wall class durability)
Saitama also has a tendency to not take combat seriously. His only major characteristic listed here is FTL movement speed, which does in fact far outdo Doom Guy (but not his weapons)
