i've had that before on a different phone, it has things to do with the cpu, it can't run with the cpu your phone has.

Yes, I have Android 9 (good version), I have 4Gb of ram (Good ram), but the problem is that I don't have a 64-bit android device. Will it run on Kindle Fire by any chance, if I use external apks?
Welp... I kinda found a way to bypass the update dialog. I resigned the APK and I instaled the signed apk instead. But now it is telling me it's set to the wrong time of day, even though the time is correct.
