Bill Bordman will stop you from causing the hunger games. In his first phase, he controls the weather and sun rays, rain, and lightning comes at you. In his second phase, he becomes a mirror and can deflect laser beams at you. In addition, ghost Cupheads and Mugmans fly by with peashooters and lobbers. In his final phase, the iron framework is shown as you scroll to the other side of the screen putting the framework to the left. Afterwards, wind will start blowing you toward the skeleton of Bordman. Dust particles will fly at you in the wind as well. You have three options since the frame has small hitboxes and contains gaps: use mini shot, Bomb EX, or Super Nuke. After he takes enough damage he will literally die. Some of the dust and rain is parryable, and most lobbed shots are as well. Cars at the bottom in the background can also kill you, but some antennae can be parried.
